Those look like steam operated drain cocks, the centre pipework is the steam supply.

And I have just today finished the main steam supply valve that sits on top of the HP cylinder. It just needs a bit of paint on certain parts.

The coin in the photo's is a UK 50p piece approx 27mm across.
